According to Nora Quebral (1975) Dev Com is the art and science of human communication linked to a society’s planned transformation from a state of poverty to one of dynamic socio-economic growth that makes for greater equity and the larger unfolding of individual potential.

Development start within us because individual have different potential for doing their own development. Development can aim achievements that serve as for progress or in higher status in life. In order to develop yourself and our environment we need to communicate because through communication we can share ideas, knowledge, values and language. In art of communication we can use different symbols and gestures. We have different action in human communication in order to develop communication. Human action can bring us social changes whether it is foreseen or not and intended. The acts of powerful leaders and other crucially placed individual and the collective action from others to large number of people. Interaction of every people can develop in every individual.

Development communication is a tool of human in existence. Why? In economic view, we look for the root cause of the problem, and solved it in practically form. Like research, we search in order to know what is the caused, effect, and solution. In this concept, where science came out, the scientific method by data gathering, hypothesis, experimentation, evaluation and generalization. In order to achieve this process it need by human participation for the development and it also needed communication, because development communication can help in our society in education, health, political and our environment. Development communication can use to participate on how human develop their psychological aspects in social, emotional, spiritual, and mental. Development communication also aware to their audience if the messages they send can easily catch up by their participants by using science.
